STL administers the Public Utilities Board (PUB)’s Water Efficiency Labelling Scheme (WELS) for water fittings, washing machines, dual-flush low-capacity flushing cisterns, urinal flush valves, WC flush valves with water closet pans, waterless urinals, showerheads, high-pressure washers and dishwashers. At present, all suppliers including importers, parallel importers, retailers, manufacturers or distributors can apply for the WELS labelling through Singapore Test Lab.

The PUB has made it mandatory for all products to be indicated with their efficiency level ratings before being offered, advertised, displayed for sale, or installed, in Singapore. Products that are certified WELS are listed on PUB's WELS Rated Products website
